Develop special actions for industrial kiln control. All counties (cities, districts) and parks have formulated comprehensive renovation and implementation plans for industrial kilns and brick kilns. We will intensify the elimination of industrial kilns that fail to meet the standards and accelerate the elimination of small and medium-sized gas producers. Industrial kilns are encouraged to use clean energy sources such as electricity and natural gas or to be heated by surrounding thermal power plants. Accelerate comprehensive renovation of coal-fired boilers. Increase the elimination of small coal-fired boilers. By 2020, coal-fired boilers with steam capacity of 10 tons per hour and below, tea stoves, operating stoves, grain storage and drying equipment and other coal-fired facilities will be basically eliminated in urban built-up areas at county level and above. In principle, no new coal-fired boilers with steam capacity of less than 35 tons per hour will be built. In other areas, no new coal-fired boilers with steam capacity of less than 10 tons per hour will be built in principle. In areas where ambient air quality is not up to the standard, the elimination efforts will be further strengthened.
